how can i remove this text from footer in phpnuke 8.1 or any versions?

Technically you're supposed to buy a commercial license. But I doubt anyone is going to sue you if you don't.

Turn on the commercial license option in config.php - done

it doesent have take any effect
it is on the footer yet "Powered By PHP-Nuke"

Tried deleting them from the footer in your config table?
