I have never attempted this, for fear of things going terribly wrong, but I was wondering how difficult, or how I would go about updating a site that has the phpBB forums, preserving all the tables containing user account and post, washing the site clean (with the exception of those tables), and doing a fresh install only this time using PHPNuke (with phpBB of course)? Is it as simple as backing up a few tables then dumping all my tables, install Nuke, then uploading my saved tables back into phpMyAdmin? Thankyou for all your help.

More or less, yes. Remember that you'll need to be using the same phpNuke/phpBB versions, otherwise your tables may not match.
You'd have to save all the forums tables (the ones starting with nuke_bb) along with the users table (since that is what phpNuke and the forums both use).
I am offering to scrap the site and recreate it with PHPNuke. He agrees that this would be a GREAT improvement, he only asks that he keeps all the posts on his PHPBB portal, which would also imply that i need to carry over the users table as Evaders99 has mentioned. The problem with this, as far as I can tell is that the tables are named differently for phpBB as opposed to the similar tables for phpBB in Nuke. The second problem, and we are trying our hardest to get to a resolution on this, is that he does not have access to phpMyAdmin. Someone else set up the site on his own server, and gave no information for accessing a control panel or phpMyAdmin. My cousin knows practically nothing about PHP/MySQL, and that is why I am offering to help. I cannot access the database to pull the tables, so he is attempting to export the full DB through the admin section on phpBB, which isn't proving very fruitfull. the full database can be found at http://www.stickonlinegame.com/phpbb_db_backup.sql This database is very scrambled compared to when one would export a database off of phpMyAdmin. I couldn't sort any tables out of it, and in a last ditch effort, I simply tried to import the entire DB into phpMyAdmin, which would not load (maybe due to it being over 18 MB in size). Is there any work around way for getting the tables? Once I find a way, is there any script I can run to convert the db tables? Thank you for your help!!!

If you cannot import the tables with phpMyAdmin, use the Big Dump script
well, I ran BigDump using the exported DB from the phpBB admin, and it seemed to transfer over only the post counts, different forums, pretty much everything, except for the users, therefor the post counts would appear in BB, but when I actually access the forums, they are blank.

phpNuke cannot run directly on the phpBB tables. You still need to run a database conversion script
unfortunately I don't have ssh access. Bah, this isn't looking to promising.
I am trying to back up the DB via the phpBB admin, and for some reason, I am not getting the whole backup (I only get about 2/3 of the tables). The file is exceeding 18 MB, which I am not sure if that the immense size is cause for error in this, but it is proving to be an immense pain.

I've never had a problem with phpMyAdmin. It works very reliably, better than the forums admin. If you can install phpBB, you can install phpMyAdmin
