I added a new block recently and it didn't show up in the admin blocks page. I figured it might be the block itself so i installed another block and it didn't show up either. I have also check to make sure I am uploading them to the right directory.

I search the net for 30 mins with results on this so I posted here asking for help.

pls

You need to add the blocks in the admin.php cpanel. Just uploading them is only half the battle.

Click on the Blocks icon to add new blocks, etc.

Do you mean it doesn't show up in the dropdown list of blocks to add?

You should upload any block-XXXXXX.php to the blocks directory. They can't be zip files. Make sure the permissions are set to 644 (rw-r--r--). Also make sure they are compatible with your version of nuke.
