Can't add cell background

I hope someone can answer this for me.

I downloaded the 7-pack of themes from this site. I selected to use NewsWhiteW theme. I have attempted several times to add a cell background image to blocks.html. My code is below. I just can't seem to figure out why the cell background image won't show up.

Looks like it should work. Where is the file /images/cell.gif ?

I have uploaded the image into the images directory that is located in the theme directory. It is pathed out right in the code. This is really freaken me out here.

Then the correct path is themes/YOURTHEME/images/cell.gif
Remember, all the paths should be from your phpNuke root
