I am looking for a module that will allow me to edit the PHP/HTML content of existing modules from a web interface so that I don't have to edit them local and then upload them. Does anybody know where I can get something like this?

Eeek, there are a few around "FileManagers". But many don't save php files real well. phpcommander is about as good as any I have looked at if you are detirmined to do thats the one I'd go with.

I'd keep a backup of everything anyway, just in case it starts to screw around with the files. It's been known to happen.
