I can't make moderators in forum, i clik permissions, choose a username and make him a moderator. Click submit and it says updated successfully.
If i go to permissions once again and search his username, his not moderator anymore, what's the problem?

User level maybe?
But ther's no choice to put user level to moderator, you can only put it to user or administrator
