I am trying to make my home page or index page a little more static looking. I have every thing set just about like I want but when you return to the home page the modules that have be activated “put in home” pop up. I have tried to figure out how to turn off the feature “put in home” on the modules page, this would solve my problem. Is there a tip or a hack that will do his?

Are you saying you just don't want to see the Modules block?

When you first view my web page you get a nice page with modules on the left and a poll on the right and my info text in the middle, then when you return to the home page the module that is active as "put in home" pops up in the middle and rearranges my whole index page around. I believe if I turn off the function "put in home" on the modules page it should leave my index page the same as the first time you view it.

I may be misunderstanding, but if you make your original page a module and then set your page to 'Put in Home' that will solve your problem.
