i would like to have a user group that only certain people have acces to by admin consent. This should also be the ONLY group that can post news. However, i would also like it if all news posted by these privledged users also still had to be moderated by the administrator. Can anyone point me in the right direction to do this? Thanks.

You will need to go into the Admin Panel, Select the Forums, then Group Management.
1- Define you new group
2- Select Permissions in the Group (left margin) and then apply the permissions you wish to allow this group to have,
