I would like a new custom theme that is for a web design/development site, so it has to be very clean and professional... I will also need standard graphics (logo, and some icons) and it completed ASAP.
My preferred budget is about $120, but am prepared to spend upto $200.

The site is running PHP-Nuke 6.8 and NSN Banner Clients needs to be considered in the design.
