This is such a noob question, but I’m a bit confused in creating users with privileges. For this I am referring to the site not the forum.
I was surprised there is not a simple method of selecting a user and “promoting” them. Aside from that I have a user that I wish to give site editorial abilities to. I go to “Edit Admins” and entered their name, and selected the options and created it. The name shows up under my admins list. But the user is unable to login with the password I create and if they use the password they created when they setup their account it logs them in as simple user. There is no explanation I can find that explains the password fields at the bottom of the create admins form. What exactly does this change? Does adding a person here create a separate account from their existing user account even if it has same name? We have experimented with several methods, but haven’t found the right one.
I know this is bound to be a standard FAQ thing, but I haven’t found it yet. An answer or a link in the right direction will be appreciated.

Yes, the admin accounts are completely separate from the user accounts. They will have to login to the admin.php page.
