How can I change newsrss 1.0 language?

I have just installed newsrss 1.0 . Bout my language is Persian and I need to change newsrss language.
Originally it is set to "iso-8859-1". When I change it to UFO-8 all crashes and load just a blank page!
Please advice.

Is this a 3rd. party addon?
