Is there ANY way I can import my OLD PHPNUKE 6.X something phpbb 2.0.6 forum database (which is now over 60 MB) to PHPNuke 7.9 phpbb 2.0.17+ database?
I pretty much tired everything and still have no idea how I am about doing that without corrupting my current DB. ANY help or suggestions will be appreciated.

This question gets asked so often, it makes you wonder ...
Yours is two questions in one. Here is the stock answer, and if I could make it a sticky, I would.
Before upgrading anything, BACK UP YOUR DATABASE! I hope everyone heard that. Then make a complete backup of your entire nuke installation.
To upgrade nuke versions (Including the forums), get the latest nuke version (7.9, although I would stick with 7.6 patched), read the upgrade instructions carefully, and proceed from there. Make sure you overwrite all the existing files, (check their modification dates to make sure they are the new ones) and run any required database queries (nuke.sql, for example) to update the database tables.
I have not upgraded from 6.x myself, but there were major changes made from 6.5 to 7.2 and from 7.3 to 7.6. Old blocks, modules and themes might not work with newer nuke versions, so expect to do a lot of hand coding. In fact, instead of jumping directly from 6.x to 7.9, I would upgrade gradually, like from 6.5 to 6.8, 6.8 to 7.3, 7.3 to 7.6, checking along the way that everything is working OK.
You start with the one closest to your current version (2.0.7 in your case), upload the files and the upgrade script, and run the script from your web browser. Repeat with the next highest version untl you are up to 2.0.21.
If something gets fubared, dump the new nuke database, delete the entire nuke directory, then restore your original database and nuke directory.
