I have finally got everything almost working. I deleted the admin folder and reuploaded the 7.9 admin folder. Now when I log in to the admin file I stay in the site but I am getting access denied on the page for admin login. I have changed the config.php and added the line:
$prefix = "nuke";
$user_prefix = "nuke";
$dbtype = "MySQL";
$admin_file = "admin";

Is it neccessary for me to chmod the admin folder or the config.php I do not understand why I keep getting access denied. Please PM me if possible or help any way possible.

When you upgrade you should upgrade everthing not just the admin folder as well make sure you run the SQL upgrades.

One thing you could do is empty your nuke_authors table and create another admin account.
