It is not working. the damn block

hello friends.
i have posted something earlyer and someone explained it.
i went to try it, as I said I am new to this so maybe I am doing something wrong.

ok i went to my admin section, chose blocks, and from there,
i came to add new block. (I want to have blocks on both sides of the site, so they can show an image which is a link size of 200by400pix)
so i chose to add new block from there simple block and in the content I added this code

but it is still not showing. can you help me, if the code is wrong, give em the normal decent code lol.
