Me again...

Could this be the cause?

http://www.phpbb.com/phpBB/viewtopic.php?t=56082

The penultimate post:

" No, its not a bug, but it is/was a commonly made mistake when updating from pevious versions to 2.0.3 (or higher). If you don't run the update file xor forget to make the appropiate changes certain files, you get a problem (reason is: the db-field usergroupID changes to auto-increment in version 2.0.3 and following)."

Perhaps a problem introduced in the 6.0 -> 6.5 port which took 2.0.2 of phpBB2 and upgraded it to 2.0.4, no?

I haven't tried the script referenced in the phpBB.com thread (it's at: http://www.phpbb.com/phpBB/viewtopic.php?t=49996&highlight=) as I'm not sure how it would need to be changed to work with Nuke 6.5...

6.0's port was not upgraded into what 6.5 has, phpBB 2.0.4 was ported.
