Make sure you are accepting cookies as I believe language preference is set by cookies.
I disabled languages for now: 1) my right menus on news home page almost completely disappear for nonenglish and 2) it seems many of the translations are incomplete as I often see just the variable.
1) if anyone knows the quick fix for this one let me know? I'll find it when i get around to it, though.
2) shouldn't just the english wording appear instead of the variable __login__, etc. if the translation is incomplete?

Just in case...
Some of the changes made in the admin section's preferences will not affect users, things like the default theme and language only change for registered users when they change them through their profile, also, changing the default language does not change the entire site to another language, mostly headers, titles and original blocks, an article that you post in German stays in German no matter what the default language is.
