If you have given yourself moderator privileges in the member-level account you created when you installed PHP-Nuke, there should be radio buttons in your post Options that say Post topic as: Normal/Sticky/Announcement.
In your forum administration module, select Ranks at the very bottom of the left menu. That will let you set rank titles and images, and how many posts a user has to make to attain the next rank. Don't forget to set "admin" as a special rank.
