Well the easiest answer is to use a theme that puts the banner on the top.
You're running 6.7 and there are several themes that do that.
Then just adjust the colors to those colors you like.

i know changing theme will help ..

but i want to retain the current theme and just change the placement of the banner

Simple, in html/themes/Alloy/theme.php
move these 3 lines

if ($banners) {
include ("banners.php");
}

to right under the global statement a few lines up.
