If you want a block that's more orderly than the modules block, where you can arrange the modules into groups, then I recommend using the phpBB Main Menu available for download here
This block is a static block, so all the modules need to be added / removed manually by you. There is an administration drop-down menu on it that is automatic though.

I think this is the block I have looked everywhere for, but I guess I'm missing something here because I still don't know where to get it.
