Should I upgrade or use some patches?

I succesfully installed the NC_PHP-Nuke_6.5.tar package and wanted to know if I must/should update or use some patches?!

I've seen that there's the quite popoular problem with the language flags... what should I check too?

What should I check to see if it's the latest version? Where can I see it?
