Blocks not updating

I am trying to create a new block but after I click on the create block, I get sent back to my homepage with no updates. I go back into the admin section and my block is not there. I have tried everything I can think of in the block section to add it. I am wondering if it is a permission setting on the server itself.

RH9 running phpnuke 6.7
