How do I change the point size of the title in the "Welcome" block.
I'd like to make it bigger.

I'm not sure which css style it uses. But I believe if you open you
theme/Yourtheme/style/style.css file.
Try changing the font sizes in there. You'll have to play around with it.
Save(backup) you original file before "playing"
