A friend's website running PHP Nuke doesn't seem to have any way where new users can register - what can stop this from happening?

I've even triped copying and pasting the part of the URL to register a new account but it just keeps saying access denied!

Make sure the Your_Account module is active and visible to all visitors

It is - they've decided to wipe the whole server and re-install from scratch.
