Installing PHP Nuke Locally

I have followed the steps from the PHP - Nuke HOW TO Installing PHP Nuke Locally with Easy PHP.

Up to 3.7. The config.php file and the instructions "How is this PHP-Nuke administrator created? If you go to the "Home" link of PHP-Nuke., you will then see a message telling you the following - just do what it tells you"

Where is the Home Link of PHP-Nuke?

I think its telling you to load up index.php - which will show you a "welcome to phpnuke" sorta-of messsage along with a link to your admin panel -> which of course is easy enough, admin.php
That's where you'll create the first God admin account
