How was the "ReadMe First" Block created??

I've been looking at the ReadMe First block, and I'd like to use a similar block for "Rules Of Engagement", i.e., acceptable use policies for our site.

I see where the title is linked as http://www.nukecops.com/postlite1-.html, and it appears to link to a forum post in Announcements.

How do you tell a block to place the content of it's link in the center of the home page?

And, what is "postlite"?

It's a very good block, and I can't find anything on recreating this by using the search feature in the forums.

Any help would be appreciated.

Simple HTML block through the Blocks system in your admin panel

postlite1-.html is just the URL. It is generated by using GoogleTap to rewrite certain .php URLs to .html
