How/Where does one optimize the php sites for search engines

I am trying to optimize my site for better search engine rankings but I can't even find where to change the meta information. Also what else can I do to optimize a php site for search engines?

I did a search and read and read and read but never found any posts that help with this. How do you use the search to find what you want in here? Oh my gosh it is enormous!
