I have 7.9 installed upgraded to 8.0 and I have patched it. Before the upgrade and the patch I still had this same problem. I'm unable to link jpg. in the news or anywhere within the site for that matter. The only place that linking thumbnails and or pictures works in in the forums.
When I post it in the news, "the code that is" depending on the code sometimes it will show the code along with the news posting or erase it, or only leave half.

One of my trys was to post this in a block on the site;

I know it works for phpnuke because of a friends site has it in their block working. They are running 7.8

Hopefully someone can help me out with this.

Make sure the IMG tag is allowed in your config.php

sometimes it show the same code I put in, and sometimes it does nothing

Im also not able to use my phph nuke tools v.3.00 . More than half of the functions wont Create anything.
