Registered users unable to view the forum but unregistered users can.
If you are unregistered you see an empty php bb information page:

FYI the page that comes up instead of the forum is basically the forum but instead of the:
Forum Index » Main forum » Sub forum at the top you get
Forum Index » Information
With no message where there should be one. (and no forums, topics etc.
