Upgrade to 7.8 and 7.9 No icons in admin and access denied

I have upgraded to 7.8 and then to 7.9 from 6.5 every step of the way checking. When I got to 7.8 the icons dissapeared on the admin login and every time I tried to change something I get access denied. I have logged in as the god account and as the administrator account both give the same results. My config.php has the line in it $admin_file = "admin.php"; but I still get the same error. I am desperatly trying to beat the hackers from getting to my site again. I have restored the db and the site from hacked back to 6.5 nonhacked and upgraded from there. Please any help appreciated.

You may have some old admin scripts. Delete the entire /admin directory and restore from your phpNuke package. Also, the $admin_file should be "admin" - no ".php"

I changed the config file and deleted the admin dir if I just run the upgrade from 7.8 to 7.9 will that reintstall the admin dir? if not how can I get it back?

I uploaded the new admin file. But now I go to log on and I get the admin page but it says access denied I am logging in as the old god account.

Please help Thanks

May need to clear your cookies, clear your authors table, go to your admin page to create a new God account

I cleared my cookies and same problem. I go into the database and the in the authors section there is only 2 Me and the other account I use which is the god account. If I delete these I can not get into the admin section to add them back. I can not get into the admin section I get access denied. Do I need to upload the new config file from 7.9 also or is that all taken care of from me doing the individuale updates. Also is this possibly a chmod problem? Thank you for your continued support. Not sure why it is not creating a new God account.
Use phpMyAdmin and post the structure of your authors table
