Help Required - <HR> Tags not showing up in Blocks

If you visit my site www.iga-hq.co.nr You can see that in the User Login block there are <HR> tags showing up however when you click on forums and look at the block they don't show, could someone please tell me which forums file i need to look at and what to change.

I don't see the difference - but I do see this error on your forums

No that isn't the problem, the <HR> tags used to show up before i changed some files. Look specifically at the User Login block.

There is CSS code in the overall_header.tpl that redefines the HR style

Ok thanks, i've fixed it now. The problem was that the <HR> tag was colour 484848 which meant it wasn't showing up because it was the same colour as the background.
