I have a free web hosting site with Php version 4.4.1 and i was wondering if i can download any theme from any site and install it on my site?

Interesting question with a not so easy answer.....
All themes created for PHP Nuke can POSSIBLY work. However, not every theme you find will work properly "out of the box" so to speak.
Unfortunately, there is not a static statement to cover all the variables involved here.
That being said, there are websites that sell themes and have some others they give out freely that most generally will work.
Here is a general guideline: Use a PHP Nuke version 7.0 to 7.6. Versions higher than 7.6 have serious security issues.
There are a lot of themes out there orginally designed for versions less than 7.0 and they need some slight modifications in them to work properly. They will work, but you need to know what can go wrong and be able to make code modifications to the theme files.
Here is a word of caution.... When you try a new theme, do NOT put it is as the site's default theme first. First try it out from your own personal Your Account and then you will know if it works properly. Be ready to go change your database entry in the User Theme database field when you try a bad theme. You can swap out the bad theme name and put in the default or another good theme name in the db user file field.
