Getting Username from cookie

Hi there I want to gather the username of the logged on user from the cookie how do I do this
I saw this example http://www.nukecops.com/postlite49944-authentication+cookie.html
However it did not work for me this is probably because my code is still in development so I havent made it a module yet,
Is there any way to achieve this without having it as a module?
