Problem With CLAN MTS Theme, Please Help?

As it says in title. The problem is a block of the top header, is out of place causing the bars of everything to be out of place.

maybe its my browser, im running microsoft internet explorer, but when i wait a little bit like 10 sec till page loads fully, the bar on the top moves a little =/
