Which menu?

The menu across the top header seems to be Theme specific, my first guess is you would need to add it in to each theme you want it to appear on.

The "Modules" menu is different. The way I added links to it was using "Sommaire Paramétrable" (Customize Menu).

Of course, what you want to DO with that link might lead to another can of worms.
