I have a shopstop module installed into my phpnuke and would like to create an admin account that can only access that module. If anyone has any ideas or suggestions please post or email me at forkintheoutlet@yahoo.com

simply change that module permission to "only admin," from your modules menu in admin CP.

Perhaps I worded it wrong ~_~,
You can create admin accounts that can access certain things, and a Super User can access everything. Is it possible or me to add to the list of certain things, and create an admin account with the ability to deal with module X which does not show up in the default list of permissions when creating admin accounts. (X in my case is shopstop)

In 7.5 and higher, it is pretty straightforward. There is a permission for it if you have the admin scripts in modules/YOURMODULE/admin

If 7.4 and lower, you will need to modify your authors table as well as the admin scripts. It is more changes that need to be done manually.
