Forum Admin Left Panel Disappearing

hi my site was working real good (phpnuke platinum) until i had to move the site to a new server and recently i noticed that in the forums admin the left panel (admin panel) appears for 2 secounds and then goes blank
i think its a database problem because i deleted the forum module folder and uploaded a new one and the same problem Shocked

help!

and while im logged in as admin and i type in :

modules/Forums/admin/index.php?pane=left

i see the admin panel and it is NOT disapearing.
