This error usually means that either your database/tables are not setup correctly or are missing. Also, make sure your config.php file is in the core nuke directory (same place where mainfile.php is located). Read the welcome announcement in the forum index and set the SQL Debug option on. This should reveal which tables are setup wrong.

I read the annoucements, and I've found the post. But I really don't understand what it meant, or how to do it. I reinstalled phpnuke from a cpanel scripts, when I add a download catagory I get "Warning: setlocale() [function.setlocale]: Passing locale category name as string is deprecated. Use the LC_* -constants instead. in /home/cildan/public_html/nuke/modules/Downloads/index.php on line 962" I really don't understand how to do many of the things to turn on the debug, so is it possible for me to send you my ftp + cpanel logins and have you fix it? Sorry if I'm wasting your time.

That too is in the welcome announcement. I'm not trying to be harsh, honestly Smile. But we just don't have the time nor the resources to keep repeating posts that are already answered. The 'locale' issue is clearly stated in the announcement how to turn it off. Yes, I offer to help people offline, but that is usually when we've run out of the standard options. Honestly, if you are not able to do these very simple things then you are going to have an EXTEMELY hard time trying to run a web site. I suggest you get a good beginner's book on PHP and MySQL and study it before embarking down this path.
