Is this just a 'copy over the new files and your set' kind of upgrade? I installed 2.1.2 and then 2.1.3 came out shortly thereafter. The README.TXT only came with install instructions and no upgrade info.

Yes, replace all files from 2.1.3 to 2.1.2 and then then upload nsnst.php in your root folder, then run the upgrade from dropdown.
2.1.3 actually takes care of all the Santy worms thats roaming around these days.
