7.3 (phpBB 2.1) Tips: "No Groups Exist" Bug

Select usergroups, view information for a group, then add a member. I recieve the message "No Groups Exist".

workaround:
When I change the moderator of a group, it adds them to the list. THis is the only way I can add them. I change the moderator then change them back.

I have the exact same problem. The only way I can add users to a group is to temp. make them the group moderator. When I click on usergroups on the main page of the forums, nothing is listed even though I have several groups.
