Ok..I'd like to re-hash this subject.
The current problem with Nuke 6.5 and the underload thing is apparently being addressed by FB. The problem persists when users "logged" in are accessing the site and Forums. This produces a heavy load on the _users table bringing the site to a literal stand-still.
This make perfect since since we now have two separate intenties fighting over the users table. Nuke and the phpBB forums.
phpBB uses the crap out of what it calls sessions, which in logical sense would tell me that the users table will get just plugged to death on every page view in the Forums by every logged in user.

FB might want to take a look at it.
I've relayed a question to our users over at nukmods.com on if they have experienced any heavy load times and have seen any site load speed reduction when these load times occur under the Current versions of Nuke 6.0 with phpBB port 2.0.6.
No clear responses yet.
Still a mystery.

The only thing you have to consider is....
Under Tom's original port before it was imported into nuke 6.5 as far as it has been now, that problem never occcured - not that I've seen anyway.
true the sites I've seen don't get quite the load that phpnuke.org does, but even this site slows down if more than a couple of ppl r on this forum, and we've not had more than 4 or 5 users online I don't think.

dunno off hand, never occured to me to check
Next time I notice it, I'll look. I don't think the problem's my internet connection though, cause I've checked my bandwidth use meter on my router and it's been no where near 100% (only just flickering on 25% to be exact).

between 0.5 and 1 second. I've noticed graphics not loading properly when this happens too. Just get misst off the page with a "cannot display" type graphics error. On selecting show picture they load fine.
I've also noticed "Page Cannot Be Displayed" errors when the site slows down too. - refreshes normally load the page fine allbeit slowly occationally

Yeah..I don't think we are going to see any firm results without a load like they were getting at phpnuke.org.
I believe though, it should only take around 20 or more users to be logged in to see if there is going to be a slowdown.
