with that address we wont be able to connect and see what is wrong with your phpnuke instalation!

it should be http://ip.ip.ip.ip/file.ext

so we can connect to your computer, or publish it on the internet so we can see it.

Then we will be able to help.

The lang problem normally affects when your php.ini has some things miss setted, i can zip my php.ini for windows systems (4.3.1) that works great and I have sent it to a lot of my friends.

Actually, this looks like you may be missing files in your root directory. Try deleting your current installation and getting this one http://gaylenandmargie.com/nuke/html/modules.php?name=Downloads&d_op=viewdownloaddetails&lid=57 and installing it. You should only have to modify the config.php. This has successfully helped 5 sites today get up and running, so it's worth a try.
