.. so users can send longer PMs.. (more allowed characters in PMs.. - so longer PMs can go through.. like in some phpBB forums that i came across in the past)

Hmm... that would be something to post on phpBB.com's site. I agree, it should be able to be set in the forum settings area. I will see if anybody else has mentioned this on the phpBB site!
