Scolling Links Block

Is it possible to have a scrolling links block like the scrolling forum block.

So instead of scrolling forum messages it scrolls all your links buttons like the ones you see at the bottom of the php nuke site.

If so is it just a case of modifying the forum scrolling block or is there something out there./

Don't know if this what you're after, but try this site. He has a scrolling lInks block. He does require registration http://www.fatal-instinct.com/

Where can I find the "Scrolling Forums" block, just like the one found on this site, that lists the last 20 forum messages?
