I want to get the latest phpBB cuz there are no mods for the .17 anymore that I can find.. is it possible to upgrade? or would it just screw everything up?

No it is entirely possible to upgrade and is recomended.

You can get the latest bbtonuke upgrades from www.nukeresources.com.

DO NOT USE THE UPDATES FROM PHPBB.

Thanks for link, I looked there but couldnt find anything thats upgrades the 2.0.17 to the latest phpBB which is .22 i think

Thats very much hit and miss, sometimes they will work directly and other times they wont.

If you do attempt to use them make sure you backup any files you edit first, but look around for ported versions first.
