Custom Thme.. Willing to Pay

OKay, I need a simple theme made for my non profit site. I am willing to pay. It will be pretty simple, I have the top banner made and would like it made around those colors, it is basically blue and white with elemnts of rainbow, as it is for a gay support non profit site.
