Forums on Windows XP Home SP2

I think this is a windows issue, but if not...

I have 2 sites, on 2 different servers, 2 different versions of PHP-Nuke. Both of them give me the same errors:

Setting output_buffering=on; in php.ini should solve it. But see
Warning: Cannot add header information...in forums for alternative solutions.
