Missing admin panels/access

I've had php installed on my ste since early december with very minimal problems. But for some reason, when I log in with my admin account, i can no longer see the admin functions. I don't know if my site has been hacked and my powers have been restircted but it's now as if i'm just a simple registered user to a web site,

Anyone know how I can possibly change this at all so I can regain my admin powers?
