You are correct also with your theory that security codes (I'll extend that to passwords as well) should be completely random including extended ASCII if possible.
In this situation, the default security code has 6 numbers. Each digit has a choice of 10 numbers.
Now that's a pretty big shot in the dark. And that is precisely why the PHP-Nuke portals that would be affected are those that maintain the original sitekey value.
