I'm not entirely sure that Win98 can act as a webserver, bud. It's not a server NOS, that's for sure.
I can't say for sure; my certs are all for 2000/XP.
If you can't get your hands on a NOS, you're best bet might be to go the webhosting route.

Well... It is possible with an outside service such as DynDNS, or some other dynamic domain service. Depending on the registrar, you might be able to do this from your domain admin panel.
Anyways, It is possible to run a site of Win98, but dont expect the performance to be ideal. When I was running a test server on a Win98 box, and I had to reboot every two days, sometimes after something eats up memory.
Doing this on Win98 is only good for testing stuff but outside that I would really urge you to do this with EXTREME caution. Make sure that you have all uncessary programs disabled on startup. Also, you'll find that Win98 will get slower and slower due to it's memory management.
Also check with your ISP before running a server using your internet connection is ok, otherwise you'll find yourself going through many ISPs and most have this against their AUP/TOS.
Abyss webserver http://www.aprelium.com/abyssws/index.html a server that don't hog your system. Ive tried quite a few and this has the best performance, support and easy setup. The site forums even have a tutorial on setting up PHP, Mysql and PHPnuke. I use it for test driving sites before publishing and I have had no probs with it on 98 or 2k pro.
Best of all they are free.
