Transfer the dbbackup.sql file to your webspace on hoster Y (you may want to compress it before you do this - compression will reduce file size and transfer time dramatically). Import the data into MySQL on Y with the command
mysql -h dbhost -u dbuname -p dbname < dbbackup.sql
or using phpMyAdmin.
Before doing the above step....don't I set up a NEW DB on server Y first?....and if so, I have to give it a name, etc. This name won't be the same as where I came from on X will it?....I mean don't I have to RE-configured the CONFIG file before loading the new DB?

Yes, set up the new database. It can have the same name if its on a different server
